This worldbuilding stuff is hard!

I love making up stuff for League Command, but I have to do that while keeping all of it internally consistent with itself. Chief among my problems is the matter of government. Does the League run everything in a given area directly, or does an infrastructure of civil authority exist to take care of everyday things? If the latter, how much sway does the League have over said infrastructure? Are civil officials elected or appointed? If elected, who elects them? Are they responsible for mustering the fan-militia in a crisis, or is the League?
Then, of course, my attention wanders elsewhere. Which is why League Command is so freaking sporadic. Bah.
